Universal service

THE UNIVERSAL SERVICE OPERATORS

The Agency for Electronic Communications and Postal Services selected the Universal Service Operators in the public tender procedure implemented in 2015 as follows:

  1. CRNOGORSKI TELEKOM AD PODGORICA

Crnogorski Telekom A.D. Podgorica is the Universal Service operator which provides the service of fulfilling a reasonable requests of the user to access public electronic communications network and publicly available electronic communications services at a fixed location, which allows voice communication (telephone calls) and data transfer speed that allows functional access to the Internet (guaranteed minimum download speed data-download of 384 kbit/s and sending data-upload from 128 kbit/s), as well as benefits for the disabled and the socially vulnerable.

Prices of services provided within the Universal Service (connection, monthly subscription, telephone calls and data transfer - access to the Internet)

Note 1:

  • VAT is included in the prices of the Universal Service services
  • Tariff interval for telephone calls is 1 second
  • The calculation unit for data transfer is 1KB
  • The terminal user equipment (modem) is included in the connection price

Note 2:

  • The Agency for Electronic Communications and Postal Services will bear the costs of the Universal Service connection.

Note 3:

  • Crnogorski Telekom will provide the service for free to the current Universal Service users who continue to use their services until 25 April 2016.

 

Request for the Universal Service connection

Crnogorski Telekom is obliged to provide access to its electronic communications network based on the user’s reasonable request. The request for access to the public electronic communications network and publicly available electronic communications services through the Universal Service at a fixed location, which allows the voice communication and data transfer speed which allows a functional access to the Internet is justified if:

  1. the user requires only one connection to the public electronic communications network at the location of permanent residence or location of business;
  2. the user at the location to which the request relates cannot use from other operator those electronic communications services that correspond to the services from the scope of the Universal Service, under conditions comparable to the conditions of the Universal Service.

The request for the connection of the Universal Service with the accompanying documentation shall be submitted in the branch offices of Crnogorski Telekom.

Required documentation

To use the services provided within the Universal Service the following documents shall be submitted to Crnogorski Telekom:
  • An application for connection of the Universal Service containing data pertaining to the applicant (the Application Form can be obtained at the branch offices of Crnogorski Telekom or downloaded from the website www.telekom.me)
  • A certificate of residence issued by the Regional Unit for administrative internal affairs or administrative branch of the Ministry of Interior of Montenegro;
  • A confirmation-certificate for persons with disabilities or the socially vulnerable (issued by the competent authority of the local self-government).
  1. DRUŠTVO ZA TELEKOMUNIKACIJE MTEL D.O.O. PODGORICA

MTel d.o.o. Podgorica is the Universal Service operator which provides services of the Universal Directory and the Universal Enquiry Service for information on the subscribers’ numbers. The Universal Directory contains numbers of subscribers of the fixed and mobile telephone networks who did not require a prohibition of publicising and providing such data. By calling 1180, the Universal Enquiry Service provides data on the fixed and mobile telephone numbers of subscribers who did not require a prohibition of publicising and providing such data on the subscriber or the owner of the number. All end-users of electronic communications services may make 1180 call to the Universal Enquiry Service. By making one call to the number 1180 the information is obtained on all telephone numbers used by the subscriber on whose telephone numbers the information was required.

Prices of calls to the Universal Enquiry Service and prices of the Universal Directory 

Price of calls to the Universal Enquiry Service is 9.52 cents per call.

Price of the printed copy of the Universal Directory is €2.38 which is free of charge for the socially vulnerable and the disabled.

Price of the electronic (CD / DVD) version of the Universal Directory is 11.9 cents which is free of charge for the socially vulnerable and the disabled.
