INFORMATION
In accordance with the request of interested parties for the participation in the forthcoming award of the radio-frequency spectrum, the deadline for the submission of comments, opinions and suggestions on the text of the Information Document on the procedure of awarding radio-frequencies in the 800 MHz, 900 MHz, 1800 MHz, 2 GHz and 2.6 GHz bands for the implementation of the public mobile electronic communications networks is extended to 25 March 2016.
The deadline for consideration of the submitted comments, opinions, requests and suggestions and publishing of responses and views of the Agency by the same is 11 April 2016.
The Agency has prepared the Information Document
on the procedure of awarding radiofrequencies in the 800 MHz, 900 MHz, 1800
MHz, 2 GHz and 2.6 GHz bands for the implementation of the public mobile
electronic communications networks (hereinafter: the Information Document),
in which the strategy for awarding radio-frequencies has been presented, as
well as the rules and procedures for the upcoming public bidding, in order
to prepare and conduct the public bidding procedure of issuing the approvals
for the use of available radiofrequencies in an objective, transparent,
non-discriminative and proportional way.

Preliminary consultation - preparing spectum auction
In order to define the key commitments in terms of spectrum allocation for the implementation of public mobile electronic communication networks, the Agency launched a preliminary consultation with incumbent mobile operators regarding strategic issues related to the subject and method of public bidding and the basic auction rules.

radio-frequencies in the band 790-862 MHz.

Subject and goals of spectrum auction
The Agency for Electronic Communications and Postal Services
(hereinafter: Agency) intends to conduct public bidding procedure for
awarding approvals for the use of available radio frequencies, in the bands
800 MHz, 900 MHz, 1800 MHz, 2 GHz and 2.6 GHz, for the implemetation of
public mobile electronic communication networks, by means of spectrum
auction.
The subject of the auction procedure is the allocation of radio-frequency
blocks according to the following categories (one or more new categories
with special obligations within the radio-frequency blocks given below are
possible):
- 6 blocks, bandwidth 2x5 MHz for each
block, in the band 800 MHz,
- 5 blocks, bandwidth 2x5 MHz for each block, in the band 900 MHz,
-11 blocks, bandwidth 2x5 MHz for each block, in the band 1800 MHz,
- 3 blocks, bandwidth 2x5 MHz for each block, in the band 2 GHz
(FDD),
- 4 blocks, bandwidth 5 MHz for each block, in the band 2 GHz
(TDD),
-14 blocks, bandwidth 2x5 MHz for each block, in the band 2.6 GHz (FDD)
-10 blocks, bandwidth 5 MHz for each block, in the band 2.6 GHz (TDD).
Bearing in mind that the 2.6 GHz band is already available, 800 MHz will become available from June 2015, and that in January 2017 existing approvals issued to operators Telenor and Crnogorski Telekom, will expire for the use of radio-frequencies from 900 MHz and 1800 MHz bands, as well as a part of 2 GHz band, the subject of the upcoming spectrum auction for the realization of public mobile electronic communications network will be a total of 460 MHz spectrum into five bands.
Taking into account the characteristics and the current situation on the market of public electronic communications networks and services in Montenegro, the Agency in relation to the forthcoming procedure for the award of the spectrum set the following objectives:

preserving / promoting competition in the market of electronic communications services in Montenegro, including the possibility of entering a new mobile operator;

creating conditions for further undisturbed development of mobile electronic communication networks and services;
-
contribution to achieving the objectives of the Strategy for Information Society Development in period 2012-2016
-
ensuring maximum revenue for the budget of Montenegro from lump sum fees for granting approvals for the use of radio frequencies.
The Agency intends to award spectrum in accordance with the objectives to be achieved and in full compliance with the characteristics and situation in the local market through a transparent procedure based on the best comparative practices.
