Relevant market analysis
The Agency shall, in cooperation with the authority responsible for the
protection of competition, identify, monitor and review relevant services
and relevant geographic markets in Montenegro in the field of electronic
communications services.
When identifying the markets, the practice of the European Union will be
taken into account. Before issuing the document by which the relevant
services and geographic markets are determined, the Agency shall conduct the
procedure of public debate.
In case of the existence of international agreements and obligations of
Montenegro in this field, the Agency may determine interstate relevant
markets.
The Agency shall carry out market analysis in order to identify
anti-competitive behaviour, along with the authority responsible for the
protection of competition or by itself, in compliance with the Law.
The Agency shall carry out the analysis of interstate markets along with the
competent regulatory authorities from those countries.
