Zoran SekulićZoran Sekulić was born on 16.09.1954 in Sekulići, the municipality of Danilovgrad.

He is Montenegrin by nationality. He is married to Olivera and they have two sons, Nikola and Milan.

He graduated from the School of Law in Podgorica in 1977. He joined the Republic Secretariat for Economy as a trainee in 1979. He has an active knowledge of the Russian language.

He occupied the positions of an expert-associate in legal matters, legal advisor, head of Legal Service, senior adviser and head of Legal and Administrative Department.

At its session on 26.11. 1992 the Government of the Republic of Montenegro, by its resolution no.02-4262, appointed Mr Zoran Sekulić the Secretary of the Ministry of Industry, Power Supply, Mining and Transport.

By its resolution no.02-743/3 made at its session on 13.02.1997, the Government of the Republic of Montenegro appointed Zoran Sekulić the Secretary of the Ministry of Industry, Power Supply and Mining.

The author of the Law on Mining, Law on Maritime Resources, Law on Geological Research, he was also one of the drafters of the Law on Telecommunications.

In the period from 1998 to 2000, Mr Sekulić was a member of the Board of Directors of Monet, current T-Mobile, and in 1998 he was the president of the Commission for the implementation of the Agreement on the participation of Telecom Montenegro in the financing of Post Office Montenegro and the construction of the facilities of Post Office Montenegro.

By the decision on the establishment of the Agency for Telecommunications, which the Government of the Republic of Montenegro took at the session from 08.02.2001, Mr Sekulić was appointed Acting Director of the Agency for Telecommunications.

He was appointed the director of the Agency for Telecommunications on 4 May 2001.

Within Commercial Law Development Program (CLDP), organized by the US Trade Development Agency, Zoran Sekulić was awarded a Certificate for Telecommunications Liberalization in the South East Europe in the Seminar for most eminent businessmen in the telecommunications sector from Southeast Europe (SEE), which was held in Washington D.C. in December 2002.

Within Commercial Law Development Program (CLDP), organized by the US Trade Development Agency, Zoran Sekulić was awarded a Certificate on the Adjudication of Telecommunications Issues, in the seminar which was held in Washington D.C. in December 2003.

In December 2004, he was appointed the Judge of the Court of Honour of the Chamber of Commerce of Montenegro.

Zoran Sekulić is the member of WHO’S WHO Historical Society for 2006, 2007 and 2008, whose members can be only those successful professionals who have demonstrated exemplary achievement and distinguished contributions to the business community.

At the session of the Government of the Republic of Montenegro held on 19 May 2005, he was re-elected Director of the Agency for the period of 4 years.

He was awarded the Order of merits for the people with silver rays.

At the session of the Council of the Agency for Electronic Communications and Postal Services dated 21.01.2009 he was elected the Executive Director of the Agency for the period of 4 years.
